Written Answers. - Proposed Legislation on Culliton Report.

Question:

141 Mr. J. Bruton asked the Minister for Enterprise and Employment if he has any proposals to introduce legislation to deal with any aspect of the Government decisions on the Culliton report; and if so, if he will give details of the proposed legislation.

The Government decisions on the Cullition report were set out in the document Employment through Enterprise published on 3 May 1993, copies of which were placed in the Library of the House and distributed to all Deputies. These decisions cover a wide range of Government activity across different Government Departments and areas of Ministerial responsibility encompassing some 120 separate areas for specific action. Many of these actions can be taken through normal administrative follow-up without recourse to legislation. The appropriate approach will be a matter for each Minister with responsibility for the different areas of action.

In my area of responsibility, I am moving immediately to introduce legislation to give effect to the Government decision on the industrial development and promotion agencies. I have also recently signed on order setting out new regulations to increase the thresholds above which Ministerial approval for mergers is required. The regulations already have statutory effect and will be put before both Houses of the Oireachtas for resolution shortly.
