98 Mr. J. Bruton asked the Minister for Education her views on the findings of the Murphy report that it would be desirable to introduce school based assessment for the junior certificate examination in aurals, orals and practical assignments to be carried out by the class teacher or by a teacher from the same or another school.

I am in favour of school based assessment in aurals, orals and practical assignments to be carried out particularly by the class teacher or by a teacher from the same or another school in consultation with the class teacher as recommended in the report of the Working Group on Assessment for the Junior Certificate.

I believe that the involvement of the class teacher to the greatest possible extent is essential to school based assessment. However one of the teacher unions involved has a difficulty with this principle. I would urge the members of the union to reconsider their position in this important issue.
