Question:

81 Mr. Hogan asked the Minister for Enterprise and Employment if he will amend the Copyright Act, 1963, with a view to providing an independent arbitrator in respect of charges that can be levied on music users; and if he will make a statement on the matter.

Under the Act there are already provisions whereby disputes between owners of copyright and users of copyright works can be referred to the Controller of the Patents Office for resolution. I am aware however that because of the large volume of such referrals already awaiting resolution it may be necessary to review the current arrangements and I am prepared to consider this matter in the context of the general review of copyright law which must be undertaken in any event because of certain EC and international developments.
