Breeda Moynihan-Cronin

Question:

153 Mrs. Moynihan-Cronin asked the Minister for Agriculture, Food and Forestry if a ewe premium for 1993 will be paid to a person (details supplied) in County Kerry.

Payment of the first instalment of the 1993 ewe premium is not scheduled to commence until July. If the claim of the person named is in order, including his right to the quota under the herd number quoted, he should receive payment around that time.

Question:

154 Mrs. Moynihan-Cronin asked the Minister for Agriculture, Food and Forestry the sheep quota allocated for 1993 to a person (details supplied) in County Kerry.

The relevant EC Regulations provide for the ewe premium quotas to be based on the number of ewes on which a producer was paid the premium in 1991 provided that the producer also applied for the premium in 1992.

The person named is not the registered herd owner of the herd number quoted. The person who is, however, meets both of these conditions and has a quota entitlement of 110 full premium rights.

If she wishes to transfer this quota to the person named who applied for ewe premium in 1993 under the herd number quoted she may do so by submitting details in writing to the Quota Section of my Department, Michael Davitt House, Castlebar. Her application to transfer the herd number quoted to the person named is being processed by the District Livestock Office.

Question:

155 Mr. Doherty asked the Minister for Agriculture, Food and Forestry the reasons the 1991 special beef premium was not paid to a person (details supplied) in County Roscommon when there was clearly no intention to defraud; the number of animals involved; and the amount of the payment involved in this case.

The person named applied for 1991 special beef premium schemes grants on eight animals but when he presented the cattle identity cards for punching on 15 October 1991 it was discovered that two cards had been previously punched. He was therefore ineligible for grants under the 1991 scheme and under EC Regulations he was debarred from the scheme for 12 months from 15 October 1991.

There is no payment due in this case but the rate of payment for this scheme was £35.15 for each eligible animal.

156 Mr. Doherty asked the Minister for Agriculture, Food and Forestry the reasons the 1991 special beef premium was not paid to a person (details supplied) in County Roscommon when there was clearly no intention to defraud; and the number of animals involved; and the amount of the payment involved in this case.

The person named applied for 1991 special beef premium schemes grants on six animals but when he presented the cattle identity cards for punching on 22 October 1991 it was discovered that four cards had been previously punched. He was therefore ineligible for grants under the 1991 scheme and under EC Regulations he was debarred from the scheme for 12 months from 22 October 1991.

There is no payment due in this case but the rate of payment for this scheme was £35.15 for each eligible animal.

The person named was paid 1992 special beef premium scheme grants, in error, on his June 1992 application in mid-December 1992. This payment will have to be recovered.

Question:

157 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when a sheep headage grant for 1992 will be paid to a person (details supplied) in County Mayo in view of an innocent omission in the application form.

Payments under the 1992 sheep headage scheme are made on the basis of information supplied by a flock owner on his application form. As the person in question only claimed sheep headage on seven lowland hoggets payment of grants was based on this number initially. Closer inspection of his application, however, reveals that he declared 38 breeding ewes in the ewe premium schedule and 30 acres of mountain grazing in the lowland grazings schedule and that in these circumstances, he can now be paid 1992 sheep headage on these extra 38 ewes. Payment will be made within a fortnight.

Question:

158 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Mayo will receive the balance of a suckler cow premium payment.

The person named applied for grants in respect of 9 cows under the 1991 suckler cow premium scheme but due to a clerical error was only paid on 8. His grant in respect of the additional cow will be paid immediately. He has already been paid his grants under the 1992 suckler cow premium scheme.
