Question:

58 Proinsias De Rossa asked the Minister for the Environment the persons he has appointed as directors of the Temple Bar Renewal Company Ltd., under section 3 of the Temple Bar Area Renewal and Development Act, 1991.

59 Proinsias De Rossa asked the Minister for the Environment the total amount currently payable to the chairman and members of the board of Temple Bar Renewal Ltd.; and its chief executive, by way of remuneration and allowances for expenses under section 6 of the Temple Bar Area Renewal and Development Act, 1991; and the number of staff currently employed by the company.

I propose to take Questions Nos. 58 and 59 together.

The current directors of Temple Bar Renewal Limited are Gillian Bowler, Derek Brady, Senator Joe Doyle, Arthur Duignan, John Fitzgerald, Councillor Mary Freehill, Sean Gorman, Finian Matthews, Gay McCarron, Matt McNulty, Pat O'Shea, Emer O'Siochru, John Quillinan and Richard Wentges. The Lord Mayor of Dublin is,ex-officio, chairman of the board. The above appointments, with the exception of Mr. Fitzgerald — an officer of my Department — were made by the Taoiseach prior to the transfer to me in January last of the powers, functions and duties vested in the Taoiseach under the Temple Bar Area Renewal and Development Act, 1991. No remuneration or allowances for expenses have been paid by the company to the chairman or directors of the company. No chief executive has been appointed and no staff have been engaged. A secretarial service for the company has been provided by the Department of the Taoiseach and, since, January last, by staff of my Department without extra remuneration.

61 Proinsias De Rossa asked the Minister for the Environment the total amount currently payable to the chairman and members of the board of Temple Bar Properties Ltd., and the chief executive, by way of remuneration and allowances for expenses under section 15 of the Temple Bar Area Renewal and Development Act, 1991; and the number of staff currently employed by the company.

62 Proinsias De Rossa asked the Minister for the Environment if, in his capacity as sole shareholder, he has satisfied himself with the operation of Temple Bar Properties Ltd.; if he is considering any amendments to the Temple Bar Area Renewal and Development Act in the light of experience since the legislation was passed; and if he will make a statement on the matter.

I propose to take Questions Nos. 60, 61 and 62 together. The nominees through whom the Taoiseach held his shareholding in Temple Bar Properties Limited were Anthony F. O'Rourke and Patrick Teahon. Following the transfer to me in January last of the Taoiseach's powers, functions and duties under the Temple Bar Area Renewal and Development Act, 1991, John Cullen — an officer of my Department — replaced Mr. Teahon as nominee. The current directors of Temple Bar Properties Ltd. are Patrick Kenny, chairman, Gillian Bowler, Derek Brady, Peter Cassells, John Cullen, Sean Haughey, Owen Hickey, Laura Magahy Managing, Joseph Moreau, Michael McNulty, Patricia Quinn and Mary Walsh. All of these appointments, with the exception of Mr. Cullen, who is an officer of my Department, were made by the Taoiseach.

No remuneration or allowances have been paid to the non-executive directors of the company. The remuneration determined for the managing director is £55,000 a year. Apart from consultants engaged by the company in a number of capacities, 19 staff are employed. Since the transfer of functions was made last January, I have familiarised myself with the plans and operations of Temple Bar Developments Limited. I am satisfied that these are consistent with, and should secure the implementation of, the objectives underlying the enactment of the 1991 Act and the Government's overall strategy for the Temple Bar area.

As regards new legislation concerning the Temple Bar area, I refer to the reply to Question No. 109 of 5 May 1993.
