Requests to Move Adjournment of Dáil Under Standing Order 30.

There are requests to move the Adjournment of the Dáil under Standing Order 30. Before coming to the Order of Business I propose to deal with notices under Standing Order 30 dealing with two different topics. I propose to deal with these two topics separately and I will call on Deputies in the order in which they submitted their notices to the Ceann Comhairle's office.

In regard to the first topic I have received notice from Deputy Hogan and I now call on the Deputy to state the matter of which he has given notice.

I seek your permission to adjourn the Dáil under Standing Order 30 so that the House can discuss a specific and important matter of public interest, that Dáil Éireann provide an opportunity for the Taoiseach to explain how his claim, arising from the Edinburgh Summit in December 1992, in respect of the distribution of EC Structural Funds differs so greatly from statements of the European Commission; if he will indicate the basis for making those claims at the time and if he will now outline the reason he and his Government have now significantly modified their stance to achieve a 13.5 per cent share out of those funds.

Having considered the matter fully I do not consider it one contemplated by Standing Order 30, therefore, I cannot grant leave to move the motion.

I seek your guidance as to how I can raise this important matter. I have sought to raise it by way of Private Notice Question, Adjournment Debate and now under Standing Order 30 and have been ruled out of order on all three.

I suggest to the Deputy that there will be ample time to discuss this issue on Friday next during the course of the Adjournment Debate.

That will be too late.

I am sorry, Deputy, that is the situation and the ruling.

We will have lost the money by then.

I appreciate that. I now ask the Deputy to resume his seat and I will proceed with the other matter.

In regard to the second topic I have received notice from Deputy Gay Mitchell——

Will the Taoiseach follow the example of the Minister for Health, come in here and make a clean breast of it?

In regard to the second topic, I have received notice from Deputy Gay Mitchell. I now call on Deputy Mitchell to state the matter of which he has given notice.

Under Standing Order 30 I seek permission to move the adjournment of the House to consider the following matter of urgent public concern, given the media reports over a number of years, relating to the Dublin and Monaghan bombings, this House resolves to appoint a select committee to inquire into the murderous bombings in Dublin and Monaghan in 1974 and in Dublin on other dates and that the committee be required to lay its report before the House as a matter of urgency and that such committee has the power to send for persons, papers and records and to compel the attendance of witnesses.

Having considered the matter fully I do not consider it to be one contemplated by the Standing Order, therefore I cannot grant leave to move the motion.
