Question:

3 Mr. O'Malley asked the Taoiseach the number of occasions between 1 January 1993, and 5 October 1993, when both he and the Tánaiste were out of the country simultaneously; the duration of each such occasion; and the person who acted for or in the place of the Taoiseach on each such occasion in view of the provisions of Article 28.6.3º of the Constitution.

The Tánaiste and I were out of the country simultaneously on Government business on seven occasions since the formation of the Government. These included a meeting in London with the British Prime Minister and the European Council meeting in Copenhagen. Excluding summer holidays, the periods during which we were both absent from the country did not, in the majority of cases, exceed two days. On two occasions, we were both abroad simultaneously for six days.

Throughout these periods, both the Tánaiste and I remained in charge of, and in direct contact with, our Departments at all times. In accordance with long standing practice, it was not necessary to assign my duties and functions during my absence to another member of the Government.

What procedures has the Taoiseach in place to deal with his business when he is absent from the country?

The Taoiseach continues to do the business of his Department, as he always has done, and as has been done traditionally over the years in that he is in constant touch with his Department day and night.

Is the Taoiseach seriously suggesting he can do the job just as well abroad as he can here?

That is facetious of the new Leader of the Progressive Democrats. Members should be a little more purposeful in their questions.

I wondered whether the Taoiseach might ask Dermot Morgan to stand in for him while he is away.

I am afraid he has not successfully adapted to my position as yet.
