Question:

38 Mr. B. O'Keeffe asked the Minister for the Environment if he intends to ask the Environmental Protection Agency to establish a set of national standards in the pharmaceutical chemical area putting statutory regulations in place under whose guidelines companies who wish to invest in Ireland will be expected to operate.

Wexford): Manufacture of pharmaceutical and other chemical products will, in accordance with paragraph 5 of the First Schedule to the Environmental Protection Agency Act, 1992, be subject to integrated pollution control licensing by the Agency. In this context, it will also be open to the Agency to specify the best available technology not entailing excessive cost (BATNEEC) in relation to this industrial sector.

Prior to the establishment of the Agency, my Department commissioned a consultancy report, jointly with the EC Commission, on guidelines for BATNEEC in the pharmaceutical, electronics, printing and textile dyeing sectors. This report has now been made available to the Environmental Protection Agency.
