170 Mr. J. Bruton asked the Minister for Defence the international organisations of which Ireland is a member for which he has responsibility.

Subscription fees are paid by my Department in respect of membership of the following international organisations: The International Committee of Military Medicine and Pharmacy; The International Military Sports Council; The International Commission for Military History.

171 Mr. J. Bruton asked the Minister for the Marine the international organisations of which Ireland is a member for which he has responsibility.

The following is a list of the relevant organisations:

International Council for the Exploration of the Sea (ICES) — an administrative organisation which co-ordinates the distribution and exchange of its members' research material, mainly to the EC Commission.

International Maritime Organisation (IMO) — the specialised agency of the United Nations concerned with maritime affairs. Its main objective is to facilitate co-operation among governments on technical matters affecting international shipping, and has a special responsibility for safety at sea and the protection of the marine environment through the prevention of sea pollution caused by ships.

International Oil Pollution Compensation Fund (IOPC Fund) — a worldwide intergovernmental organisation established to administer a system of compensation for oil pollution damage created by the Fund Convention.

Oslo and Paris Commission (Department of the Marine and Department of the Environment jointly) — two international organisations established to prevent pollution and to protect the marine environment of the North East Atlantic Ocean.

Organisation for Economic Co-operation and Development (OECD) (in respect of fisheries) — promotes economic and social welfare by assisting its member governments in the formulation and co-ordination of policies and stimulates and harmonises members' efforts in favour of developing countries.
Port State Control Committee — promotes safety at sea and protection of the marine environment by way of inspection of foreign ships entering Irish ports for compliance with the International Conventions relating to safety and pollution prevention.
North European Loran System (NELS) — responsible for the establishment and operation of a radio navigation system.
