Written Answers. - School Building Programme.

Question:

50 Mr. Durkan asked the Minister for Education if she has prioritised the order in which she will improve, extend or replace school buildings in the second level sector in the coming year; if she will meet the pressing needs in time for the 1994 school year; and if she will make a statement on the matter.

As I have already indicated in reply to previous questions, I believe that there should be orderly arrangements for the release of major building projects to construction each year. This requires the prioritising of projects in the context of all relevant educational, building and financial criteria. I also consider it desirable that school authorities should be made aware of the progress of their particular project as it advances through the planning process.

All approved major projects have been reviewed and placed in priority categories in accordance with objective criteria in preparation for the approval of the building programme for 1994. This programme will be decided when the capital allocation for 1994 has been approved. Boards of Management will be advised of the position when the programme has been approved.
My Department is aware that many schools need improvement and in recognition of this fact the Programme for Government states: "We will allocate an increased amount in each of the next five years to implement a planned programme of replacing or refurbishing substandard school buildings". As evidence of that commitment, the 1993 capital allocation for post-primary school represents an increase of 26 per cent over the 1992 allocation.
In addition to the approval of major projects, pressing needs for additional accommodation for the 1994-95 school year will be met by the provision of good quality temporary accommodation, where appropriate.
