Question:

114 Mr. Crawford asked the Minister for the Environment if he will have the case of a person (details supplied) in County Monaghan examined in view of the fact this person has a driving licence from Jersey and, when she went to exchange it, was told that she could not do so as Jersey is not a member of the EC; the reason Jersey is excluded when all other EC countries and Japan are allowed to transfer their licences to this country.

At present, only driving licences issued in EC member states and Japan may be exchanged for Irish licences. However, the Road Traffic (Licensing of Drivers) Regulations, 1989, enable me to declare other states to be recognised for the purpose of licence exchange and I propose shortly to make an order declaring a number of additional states, including Jersey, to be so recognised.
