Question:

130 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay arrears of a headage grant to a person (details supplied) in County Sligo.

The person named applied for cattle headage grants on 28 animals in June 1991. He declared that the 28 animals were in his ownership and possession and were maintained on his holding on 15 May 1991. At an inspection on 20 August 1991 it was discovered that eight of the animals had been present in other herds both before and after 15 May 1991. As the applicant made a false declaration on his application payment may not be made on the 28 animals in accordance with the terms and conditions of the schemes as laid down by the EC.

Question:

131 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when a cattle headage grant will be paid to a person (details supplied) in County Cork.

The person named has already been paid her grants under the 1992 cattle and equines headage, suckler cow and special beef premium schemes. In her January 1993 application for grants under the January-February 1993 special beef premium scheme she declared that the animals listed were 22 months whereas she had shown them as being 16 months on her December 1992 application less than two months earlier. Under the EC Regulations governing the scheme the applicant cannot be paid any grants under the 1993 special beef premium scheme and must be excluded from the 1994 scheme also. Her application for grants under the 1993 cattle and equine headage schemes is being processed at present and if found in order a 60 per cent advance will be paid shortly. She did not apply for grants under the suckler cow premium or special beef premium schemes in the June 1993 application period.
