Written Answers. - School Leavers Scheme.

Question:

70 Mr. Callely asked the Minister for Social Welfare when he will announce details of the Government's new school leavers jobs scheme; if all job opportunities will be on a voluntary basis; when the community and voluntary groups will be invited to apply for approval for this new scheme; and if he will make a statement on the matter.

The new school leavers scheme providing employment with training and development will be operated jointly by my Department and FÁS. Full details will be available later this week at all Social Welfare local offices and FÁS employment services offices.

This initiative will offer 3,000 guaranteed placements to school leavers over 18 years of age who are entitled to unemployment assistance of at least £15 a week. It incorporates work experience and a training and self-development module. The scheme is specifically tailored to meet the needs of young people entering the jobs market for the first time.
Participants will receive an allowance of £40 a week for up to 12 months. They can take up other work on the days they are not participating on the programme. Thus, they will be positively encouraged to increase their income and to combine additional practical work experience with the training.
Participation will be voluntary. Eligibility to participate will be certified by my Department. Applicants will then be placed by FÁS with an appropriate sponsor. FÁS is in regular contact with a network of community and voluntary organisations.
School leavers currently receiving unemployment assistance are being informed directly about the new initiative. They will be advised to contact their Social Welfare local office if they wish to participate. New applicants for unemployment assistance will be informed about the initiative in appropriate circumstances when making their application.
This new programme is part of the Government's general pro-active approach to assist unemployed people. The scheme will provide significant options for young people leaving school who might otherwise end up on the dole and it will lead to better job and progression prospects for them.
