Question:

39 Mr. Kenneally asked the Minister for the Environment if, under the shared-ownership scheme, he has any plans to amend the stipulation whereby an applicant must identify the house he wishes to purchase before making application to the local authority to ascertain whether he qualifies for this scheme; and if he will make a statement on the matter.

There is no such stipulation. Under the terms of the scheme, local authorities, having assessed the general eligibility of an applicant, issue a certificate of provisional approval to an applicant who is eligible. The person may then select a new or existing dwelling to purchase, or build a new dwelling, as he or she may wish.
