102 Ms Shortall asked the Minister for Health the size of the allocation received by his Department from national lottery funds in 1993; the organisations to which these funds were allocated; the criteria applied in deciding which organisations were to receive funds; if there is a standard procedure through which applications are processed; if there is a standard application form available for organisations seeking grants; and, if so, is there an annual closing date for receipt of application forms.

The allocation of national lottery funds to my Department in 1993 was £29,359,000.

In 1993, almost 97 per cent of the Health allocation of national lottery funds went to support ongoing services administered by health boards or by bodies which have a close continuous relationship with my Department. This left, therefore, a small proportion of the overall funding available for discretionary type grants. The criteria and procedures used in relation to these discretionary type grants are briefly:
(i) Each grant request is assessed by the relevant service division within my Department and, if favourably considered, given an order of priority among the competing requests.
(ii) The Department may recommend the making of a grant to an organisation based on its ongoing relationship and knowledge of an organisation.
(iii) The various requests and recommendations are then considered by me during the first half of the year and again towards the end of the year. Some requests have to be dealt with quickly from time to time, and these requests are assessed in a similar manner.
(iv) Each organisation receiving a lottery grant is informed in writing that the grant may be used only for the approved purpose and that certification of expenditure must be submitted at the end of the financial year or on completion of the project, whichever is the earlier.
(v) Unsuccessful applicants are also notified and advised that they may submit a new application for consideration from the following year's allocation.
Since the beginning of this year a standard application form is in use for grant requests from the health allocation of national lottery funds. There is no closing date for receipt of applications, although as the year progresses less funding is available for distribution.
