Question:

96 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry when a suckler cow grant will be paid to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

The person named applied for premium on 12 cows under the 1993 suckler cow premium scheme but presented only nine cows at inspection. This led to some delay in processing this case, but payment of the 60 per cent advance less appropriate penalties for the reduction in numbers will be made in the near future.

97 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry when a beef premium will be paid to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

The application of the person named for grants under the January-February 1993 special beef premium scheme is being processed at present and if found in order a 60 per cent advance, as provided in EU regulations, will be paid shortly.

He did not apply for grants under the special beef premium scheme in the June 1993 application period.

The person named was paid a 60 per cent advance, as provided in EU regulations, of his January-February 1993 special beef premium on 18 January 1994. The balance due has to be further processed and, if found in order, payment will be made as soon as possible. He did not apply in the June 1993 application period.

With regard to his application for grants under the June 1993 special beef premium scheme a query relating to one of the tag numbers is being investigated at present and when this matter is resolved his application will then be processed further and if approved a 60 per cent advance will be paid.

The person named was paid a 60 per cent advance, as provided in EU regulations, of his January-February 1993 special beef premium on 17 January 1994. Payment of the balance is subject to further processing. He did not apply in the June 1993 application period.

I expect that payment will be made in the next three to four weeks.

Question:

106 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay arrears of suckler cow premium to a person (details supplied) in County Leitrim; and if he will make a statement on the matter.

In accordance with EU regulations, this applicant was deemed ineligible for grants under the 1990 suckler cow premium scheme because one animal listed on his application form as a cow was found to be an in-calf heifer. Also, in accordance with EU regulations he was debarred from the scheme for the 1991 marketing year.

Question:

107 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay sheep premium for 1991, 1992 and 1993 to a person (details supplied) in County Sligo; and if he will make a statement on the matter.

The person named was paid his 1991 ewe premium and sheep headage on 25 May 1992. Under the conditions of the 1992 ewe premium scheme applicants were required to keep on their holdings for the 100 day retention period — 7 March 1992 to 14 June 1992 — the number of sheep on which they claimed premium. An inspection carried out on foot of the application made by the person named revealed that he did not meet that requirement and consequently he was not entitled to any premium. Furthermore under the 1992 scheme he was deemed to have made a false claim which in accordance with the regulations also excluded him from entitlement to premium under the 1993 scheme.

Under the 1992 sheep headage scheme some sheep found at the inspection of the flock were not deemed to be part of the normal breeding flock maintained by the person named and under the conditions of the scheme payment of grants was refused. His 1993 sheep headage grant has been cleared and payment will be made shortly.

Question:

108 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay sheep headage due to a person (details supplied) in County Cavan which was batched and sent from the Cavan office of his Department in October 1993.

Payment of the 1993 sheep headage grant will be made to the person named shortly.

Question:

109 Mr. Crawford asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Monaghan was only paid for two bullocks on his recent application for the 22 month subsidy in view of the fact that he applied for it in respect of eight animals.

The person named has already been paid a 60 per cent advance on eight animals under the January-February 1993 special beef premium scheme.

He did not apply for 22 month premium in the June 1993 application period. He did however apply for ten month premium on eight animals at that time but premium had already been paid on six of those animals in an earlier tranche. He has been paid a 60 per cent advance in respect of the remaining two animals. The balances will be paid as soon as possible.

110 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when a 1993 beef premium grant will be paid to a person (details supplied) in County Cork.
