Question:

115 Mr. McCormack asked the Minister for Agriculture, Food and Forestry the number of farmers who applied for sheep premium in 1991; the number of sheep from the national quota in respect of which premium was paid; the number of first time applicants in 1992 and the number of sheep in respect of which premium was paid; and the number of farmers who applied in 1991 and did not apply in 1992 and the number of sheep involved.

The number of farmers who applied for ewe premium in 1991 was 53,407. The number of sheep in respect of which payment was made was 4.874 million. A total of 2,533 farmers applied for the ewe premium in 1992 but did not apply in 1991. The number of sheep involved was 106,011. The number of farmers who applied for the ewe premium in 1991 but who did not apply in 1992 was 2,271. The number of sheep involved was 99,758.

116 Mr. Bradford asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will be paid the 1993 suckler premium and the 1993 sheep premium.

The person named applied under the 1993 ewe premium scheme for payment on 40 sheep. He had no quota but was recently allocated a quota of 37 from the national reserve. He will receive payment of his full 1993 ewe premium in respect of this quota after the rate for the final instalment has been fixed by the EU next March-April.

He applied for premium under the 1993 suckler cow scheme but as he was not an applicant under the 1992 scheme he does not automatically qualify for a quota and therefore he is at present ineligible for payment of 1993 premium. Application forms for quota from the national reserve will be available in about three to four weeks and a form will be issued to the person named around that time and if he is successful in getting a quota his 1993 suckler cow application can then be processed.

117 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a beef premium payment will be made to a person (details supplied) in County Kerry as this is due since January 1993; and if he will make a statement on the matter.

The person named has already been paid 60 per cent advances, as provided in EU Regulations, of his January-February and June 1993 special beef premium. Payment of the balance is subject to further processing.

118 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a bullock premium will be paid to a person (details supplied) in County Kerry.

The person named has been paid special beef premium on 20 January on all animals applied for in the November-December 1992 application period. He did not apply in the January-February and June 1993 application periods.

120 Mrs. Moynihan-Cronin asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Kerry who has 26 sheep was only paid sheep headage for six sheep.

Under the sheep headage scheme payment is made on mountain breeding ewes substantially maintained on mountain grazings and on hogget ewes on all grazings in the disadvantaged areas. Under the 1993 scheme the person named had 25 breeding ewes and 6 hoggets. However as he had no mountain grazings he was only entitled to grants on the 6 hoggets.

121 Mrs. Moynihan-Cronin asked the Minister for Agriculture, Food and Forestry the reason for the delay in making sheep headage payments, which delay is of concern to farmers.

There has been no delay compared with other years in paying 1993 sheep headage grants. The position is that payments commenced on 11 November 1993 and out of 32,641 applicants, 29,173 have so far been paid. A further 2,184 applications have been processed and payment will be made shortly. The remaining 1,284 applicants did not qualify for payment or are the subject of queries which will have to be resolved before payment can be considered.

The application of the person named for grants under the 1993 cattle and equine headage scheme is being processed at present and, if found in order, payment will be made in the near future.

He was paid a 60 per cent advance of his January-February 1993 special beef premium on 2 December 1993.

His applications under the June 1993 special beef premium and suckler cow schemes are being processed at present and, if found in order, 60 per cent advances will be paid shortly.

The person named has already been paid a 60 per cent advance under the January-February 1993 special beef premium scheme. The balance will be paid in the near future. He did not apply for grants under the special beef premium scheme in the June 1993 application period.

137 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Kerry is entitled to a suckler quota of 30 cows which was his 1992 figure; and if he will make a statement on the matter.

The person named is entitled to a suckler cow quota of 27 premium rights — the number of eligible animals he was paid for in 1992.

138 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Kerry was refused a sheep quota from the national reserve; and if he will make a statement on the matter.

The person named applied for an allocation of ewe premium quota from the national reserve under a category that required him to have either an investment programme in the sheep sector drawn up before 1 January 1993 or a finance restructuring plan related to sheep production drawn up in conjunction with Teagasc before 1 January 1993, and to supply documentary evidence of having fulfilled one of these conditions.

No such evidence has been received from the person named. Therefore, he does not qualify for an allocation from the reserve.
