Question:

142 Mr. Gregory asked the Minister for the Environment if, in respect of the new system of councillors expenses, he will respond to the special circumstances of Dublin city councillors and review the current arrangements following a three month trial period.

I refer to the reply to Question No. 317 of 26 January 1994 regarding this matter in which I stated that the new system of councillors' expenses would be kept under review in the light of experience of its operation over a reasonable period. I do not consider that a three month period would be sufficient for this purpose. As I indicated to the General Council of County Councils in June 1993, it would be desirable to wait until at least the end of the first year of operation to enable a meaningful assessment to be carried out.
