Jimmy Deenihan

Question:

187 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a suckling grant will be paid to a person (details supplied) in County Kerry.

The application of the person named for grants under the 1993 suckler cow premium scheme is being processed at present and if found in order an advance payment will issue to him in the near future. He has already been paid an advance under the 1993 cattle and equines headage scheme.

Ned O'Keeffe

Question:

188 Mr. E. O'Keeffe asked the Minister for Agriculture, Food and Forestry the amount of headage payments due to a person (details supplied) in County Cork under both the beef premium scheme and suckler scheme; the number of animals applied for under both schemes; and the reason for the delay in having payments issued.

The person named applied for premium on 39 cows under the 1993 suckler cow premium scheme but due to a clerical error was only paid a 60 per cent advance in respect of 30 cows. She applied for premium on 12 animals under the June 1993 special beef premium scheme and has already been paid a 60 per cent advance in respect of these animals.

She has been deemed ineligible for grants under the January-February 1993 special beef premium scheme as she failed to submit the cattle identity card of the one animal on which she applied for premium for stamping and punching prior to sale as required under the terms and conditions of the scheme.

Payments of the balance under both special beef and suckler cow premium schemes are expected to commence in late March. Provided all applications of the person named are deemed to be in order at final processing, balances of £1,660.51 under the suckler cow scheme (40 per cent on 30 cows plus full payment on nine cows) and £253.11 under the June special beef premium scheme should become payable around that time.

Ned O'Keeffe

Question:

189 Mr. E. O'Keeffe asked the Minister for Agriculture, Food and Forestry if he will accept an appeal from and grant a sheep quota to a person (details supplied) in County Cork who has been sheep farming for the past 40 years on the same farm; if his attention has been drawn to the fact that this person has a small milk quota; and the reason the application was refused.

The person named does not qualify for allocation of ewe premium quota from the national reserve because he applied under a category specifically for farmers who applied for the ewe premium scheme for the first time in 1992. Our records show that he did not present eligible ewes for the ewe premium between 1988 and 1992 inclusive.

He does not therefore qualify for an allocation of ewe premium quota from the reserve under any of categories prescribed in the regulations. The possession of a milk quota does not affect allocation of reserve ewe premium quota.

Question:

190 Mr. E. O'Keeffe asked the Minister for Agriculture, Food and Forestry the total number of stock applied for by a person (details supplied) in County Cork under the beef premium scheme; the amount of money paid to date; and the reason the premium was not paid in full.

The person named applied for special beef premium on six animals in January-February 1993. He was paid an advance of £189.92 in accordance with EU regulations on the six animals on 18 January 1994.

Payment of the balance cannot be made until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

He also applied for special beef premium on 19 animals in December 1992. At inspection it was found that one animal presented had no identity tag and he failed to present one other animal. Due to an oversight, payment was delayed on the remaining 17 animals. Arrangements have been made to pay the amount due without delay.

Question:

191 Mr. E. O'Keeffe asked the Minister for Agriculture, Food and Forestry the amount of payment due to a person (details supplied) in County Cork in respect of the 1993 beef premium scheme; the number of animals applied for; and when payment will be issued.

The person named applied for special beef premium on 17 animals in June 1993. At inspection it was found that 12 of the animals were under age. Therefore, he was deemed to have made a false declaration and is ineligible for payment on all the animals on this application. In accordance with EU regulations, he is also debarred from the special beef premium scheme for the remainder of the calendar year 1993 and all of 1994.

192 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a headage grant and suckler cow grant will be paid to a person (details supplied) in County Kerry.

The person named was paid an advance of her 1993 cattle headage grant on 31 January 1994 and is being paid an advance of her 1993 suckler cow premium today. Her applications are being further processed at present and if found in order the balance of the headage grant will be paid in the near future.

Payment of the balance of the suckler cow premium cannot be made to a particular applicant until all applications received from him-her in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.

193 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Mayo has not received any 1993 headage or beef grants.

The person named was paid an advance of his 1993 cattle headage grant on 31 January 1994 and an advance of his suckler cow premium on 1 February 1994. His applications are being processed further at present and if found in order the balance of the headage grant will be paid in the near future.

Question:

194 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will be paid his farm development grant which was cleared for payment on 18 January 1994.

It is expected that this grant will be paid within the next two weeks.

Question:

195 Mr. Yates asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Wexford will be allocated an additional ewe premium quota; and, if so, when.

The ewe premium quota of 200 rights allocated to the person named based on payment made in 1991 exceeds the number of ewes for which ewe premium was applied for in 1993 which was 107.

He applied to the national reserve under category 3 which requires that he has acquired land formerly used for sheep production by another producer. He has now been asked to submit documentary evidence to this effect.

196 Mr. Yates asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Wexford was refused a ewe premium quota under the national reserve in view of the small size of their present flock; and if this will be reconsidered on appeal basis.

The person named applied for an allocation of ewe premium quota from the national reserve under a category that required that the number of eligible ewes applied for in 1991 was for a lower number than normal because of exceptional circumstances.

The person named was paid for a higher number of ewes in 1991 than either of the previous three years and he does not therefore qualify for an allocation from the reserve.

197 Mr. Yates asked the Minister for Agriculture, Food and Forestry when a cow suckler premium payment will be made to a person (details supplied) in County Wexford; and if he will expedite this payment.

This applicant's 1993 suckler cow premium scheme application is being processed at present and if found in order a 60 per cent advance as provided in EU regulations will be paid shortly.

198 Mr. Yates asked the Minister for Agriculture, Food and Forestry when a ewe subsidy payment for 1993 will be issued to a person (details supplied) in County Wexford; and if he will expedite this payment.

Payment of the advance of the 1st and 2nd instalments of the 1993 ewe premium will be made to the person named shortly.

199 Mr. Yates asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Wexford was refused a ewe premium quota under the national reserve; and if this will be reconsidered on an appeal basis.

The person named applied for an allocation of ewe premium quota from the national reserve under a category that required him to have either an investment programme in the sheep sector drawn up before 1 January 1993 or a finance restructuring plan related to sheep production drawn up in conjunction with Teagasc before 1 January 1993, and to submit documentary evidence to that effect.

No such evidence has been received from the person named, and he has again been asked to submit same.

200 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry when a reactor grant will be paid to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

The reactor grant due to the person named will be paid within the next few weeks.

Gerard C. Connolly

Question:

201 Mr. Connolly asked the Minister for Agriculture, Food and Forestry when a grant will be approved for persons (details supplied) in County Laois under the small and community enterprise scheme that was submitted by Laois County Council in August 1993.

A decision in this case will be made shortly.

202 Mr. Creed asked the Minister for Agriculture, Food and Forestry if he will sanction the sale of a sheep quota (details supplied) in County Cork.

My Department has no record of having been notified of the sale of a sheep quota between the persons named.

Question:

203 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will be paid his 1993 equine headage.

Under the terms and conditions of the 1993 cattle and equine headage scheme an applicant was required to occupy and farm at least 7.5 statute acres (3 hectares) of agricultural land. As the person named declared only 5.30 acres (2.14 hectares) on his area aid form he is not eligible for grants under the headage scheme.
