Jim Higgins

Question:

239 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of the ewe premium to a person (details supplied) in County Galway.

Payment of the advance of the first and second instalments of the 1993 ewe premium was delayed due to complications caused by the person named having both a herdnumber and a flocknumber. This matter has now been resolved and payment of the outstanding amount due will be made shortly.

Question:

240 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of a headage grant to a person (details supplied) in County Mayo.

The person named has already been paid an advance under the 1993 cattle headage scheme. The balance due will be paid in the near future. There is no undue delay in payment in this case. All cattle headage and their associated area aid applications must be processed fully before final payment can be made.

Question:

241 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Mayo will receive his headage grant.

The person named was paid an advance of his 1993 cattle headage and suckler cow grants on 26 November 1993. His applications are being processed further at present and if found in order the balance of the headage grant will be paid in the near future.

Payment of the balance of the suckler cow premium cannot be made to a particular applicant until all applications received from him/her in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. The processing of November, 1993 applicants means that in most cases payment of the final 40 per cent of premium will not start before late March.

242 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Leitrim will be paid his beef premium.

The application of the person named for grants under the January/February 1993 special beef premium scheme is being processed at present and if found in order a 60 per cent advance as provided in EU regulations will be paid shortly. He did not apply for grants under the special beef premium scheme in the June 1993 application period.

Question:

243 Mr. Creed asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Cork was paid the ten month beef premium on two animals.

The person named applied for ten month premium on 19 animals which included the two animals in question in June 1993. As the dates of birth of animals listed on his application were given as January and February 1993 they were not eligible for ten month premium in June 1993.

244 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will allow payment to applicants for sheep headage who made errors in their application forms with regards to mountain rights.

The payment and the amount of sheep headage grants is based on the information declared by flockowners in their applications. However, individual cases which are brought to attention are re-examined.

245 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will have arrangements made to pay beef premium to a person (details supplied) in County Leitrim.

The application of the person named for grants under the January/February 1993 special beef premium scheme is being processed at present and if found in order a 60 per cent advance as provided in EU regulations will be paid shortly. He has already been paid a 60 per cent advance under the June 1993 special beef premium and the balance will issue subject to being found in order in due course.
