Question:

286 Mr. R. Bruton asked the Minister for Education if she has satisfied herself with the provision of appropriate schooling for children with learning and behavioural problems, particularly in the north inner city area of Dublin; and if she will make a statement on the matter.

I am anxious to ensure that appropriate educational provision is made for all children, including those with learning and behavioural problems.

My Department has received a submission from interested parties associated with the north inner city of Dublin in relation to provision for children from the areas presenting with disruptive behaviour in schools.
The submission is under consideration at present by my Department's Inspectors and they will be meeting a delegation from the group in the near future to discuss the issues raised in the submission and the measures which may be called for.

287 Mr. R. Bruton asked the Minister for Education her views on whether children of mixed ages and mixed abilities should be educated together in special schools; and if she will make a statement on the matter.

It is to be expected that there would be a range of age and ability among pupils in special schools, as is the case in ordinary schools. The extent of that range would depend largely on the enrolment and staffing in each school. As a general rule, the smaller the number of pupils, the smaller the teaching staff and, consequently, the wider the range of age and ability in individual cases. In those circumstances, school authorities would be expected to adapt the curriculum and develop strategies to suit the needs of their particular pupils.

The placement of children with special educational needs should be based on the assessed needs of each child. Such placement should also take account of the range of services available, professional advice and the preference of parents.
