Written Answers. - Capitation Payments.

Question:

290 Mr. R. Bruton asked the Minister for Education if she has assessed the adequacy of capitation of payments at primary and secondary level to meet necessary expenses; and if she will make a statement on the matter.

As the Deputy will be aware I have secured substantial increases in the capitation grant for primary schools over the last two years. Since my period in office the standard rate of capitation grant has increased from a level of £28 in 1992, to £33 in 1993 and £38 for 1994.

I am satisfied that these increases represent a very positive step towards improvement the financial position of primary schools and are a considerable achievement in light of the tight budgetary situation.
The capitation grant for voluntary secondary schools has remained static since 1990. This year the capitation grant provision is being increased by nearly £2.8 million which represents an increase of 9 per cent.
The increased provision will be distributed with particular emphasis on disadvantaged schools. The details of the disbursement are being finalised and I will be making an announcement on the matter shortly. There will also be an increase for the community and comprehensive school sector and the vocational education committee sector.
