Written Answers. - Moneys Owing from the UN.

Question:

28 Mr. Barrett asked the Minister for Defence the total amount of money outstanding to his Department from the United Nations in respect of the participation of Irish troops in UN operations; and the basis for calculating these outstanding amounts.

A total of about £10.8 million is currently due to this Department by the United Nations. The bulk of this sum relates to troop costs calculated against entitlements per man-month of £1,087.10 in the case of UNIFIL and £1,058 in respect of UNOSOM II. The amounts due for UNIFIL and UNOSOM troop costs are £5.7 million and £0.1 million respectively. It is expected that the arrears in respect of UNOSOM will be cleared very shortly.

The remaining shortfall is in respect of claims presented to the United Nations arising out of participation in UNIFIL and UNFICYP. In the case of UNIFIL, unpaid claims, which are for equipment and death and disability, amount to slightly over £4 million. As regards UNFICYP, claims totalling £0.5 million are outstanding for extra and extraordinary expenditure — mainly overseas allowance and equipment — in the period from 1 January, 1982 to 15 June, 1993. With effect from 16 June, 1993, reimbursement in respect of UNFICYP troop costs has changed to a flat-rate settlement of $1,130.75 per man-month and payments are up-to-date. A further £0.4 million is due in respect of death and disability claims arising out of participation in UNFICYP.
