136 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay suckler cow premium to a person (details supplied) in County Leitrim.

My Department is unable to trace any application from the person named under the 1993 suckler cow premium scheme.

137 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay headage, beef and suckler premia balances due to a person (details supplied) in County Leitrim.

The person named was paid an advance of his 1993 cattle and equine headage grant on 2 December 1993. His application is being further processed at present and any balance due will be paid in the near future.

He is ineligible for payment under the January/February 1993 special beef premium scheme as he failed to meet the requirement to submit the cattle identity cards for stamping and punching prior to sale of the animals declared on his application. However, if he can prove that the cattle involved were taken out of the system, e.g. by being slaughtered before premium was claimed on them by any other farmer, his application can be reconsidered.

His application under the 1993 suckler cow premium scheme is being processed at present and any advance payment due as provided in the EU regulations will be paid shortly.

Question:

138 Miss Coughlan asked the Minister for Agriculture, Food and Forestry when payment will be made to a person (details supplied) in County Donegal of his 1992-93 sheep headage/ewe premium; and when a quota will issue to this person.

The person named was not an applicant under the 1992 ewe premium-sheep headage schemes. He was not paid the advances of the 1993 ewe premium as he had no quota. He has, however, recently been allocated a quota of 61 from the national reserve and he will receive payment of his full 1993 ewe premium after the rate for the final instalment has been fixed by the EU next March-April.

Payment of the 1993 sheep headage was made on 29 November 1993.

139 Miss Coughlan asked the Minister for Agriculture, Food and Forestry when payment will be made to a person (details supplied) in County Donegal of his 1993 suckler cow premium.

The person named is not the registered owner of the herd number quoted. However, the registered herdowner's application for grants under the 1993 suckler cow premium scheme is being processed at present and a 60 per cent advance payment as provided in EU regulations will be made shortly. Delay in payment has arisen because the applicant did not complete her area aid form correctly.

140 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry when headage payment and suckler cow grant will be paid to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

The application of the person named for grants under the 1993 cattle headage is being processed at present and if found in order payment will issue in the near future. He also applied for 1993 suckler cow premium but as he was not an applicant in 1992 he does not have automatic quota rights. He has applied for rights to the special reserve quota. If successful, his application will be paid in due course.

141 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when sheep headage for 1993 will be paid to a person (details supplied) in County Mayo.

Payment of the 1993 sheep headage grant will be made to the person named shortly.
