Question:40 Ms McManus asked the Minister for the Environment if he intends to make helmets compulsory for cyclists in view of the danger to cyclists from accidents.

I consider that this matter can best be dealt with by educational and awareness campaigns operated by the National Safety Council. I have asked the council to prominently feature the benefits of wearing cycle helmets as part of its 1994 programme.
