Austin Deasy

Question:

87 Mr. Deasy asked the Minister for Agriculture, Food and Forestry the reason payment of the 22 month beef premium applied for in January and June 1993, has not issued to a person (details supplied) in County Waterford; and if he will ensure that payment issues immediately.

The applications of the person named under the January/February 1993 and June 1993 special beef premium schemes are being processed at present and if found in order 60 per cent advances will be paid shortly in accordance with EU regulations.

88 Mr. Deasy asked the Minister for Agriculture, Food and Forestry the reason payment of the 22 month special beef premium applied for in January 1993, has not issued to a person (details supplied) in County Waterford; and if he will ensure that payment issues immediately.

Because the person named did not lodge an area aid application in 1993 as required under the EU regulations, processing of his special beef premium application for that year has been delayed. However, under the terms of a recent EU decision it may be possible to pay applicants who did not submit area aid applications in 1993 on up to 15 livestock units under the 1993 suckler cow and special beef premium schemes. My Department is seeing whether this is possible in the case of the person named.

Jimmy Deenihan

Question:

89 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a cattle and sheep headage payment will be made to a person (details supplied) in County Kerry.

Payment of the 1993 sheep headage grant was made to the person named on 11 November 1993 and payment of the 1993 cattle headage grant was made on 15 February 1994.

Question:

90 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a beef cow and special beef cow premium payment will be made to a person (details supplied) in County Kerry.

The application of the person named for grants under the 1993 beef cow scheme is being processed at present and any payment due will be made in the near future. She is not an applicant under the January/February 1993 or June 1993 special beef premium schemes.

Question:

91 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when a decision will be made regarding a 1993 cattle headage grant for a person (details supplied) in County Cork.

Under the terms and conditions of the 1993 cattle and equine headage scheme an applicant was required to occupy and farm at least 7.5 statute acres (3 hectares) of agricultural land. As 1993 was the first year that the person named declared more than this acreage she will have to provide documentary evidence of her entitlement to the lands declared by her on her area aid application. She has now been asked to provide such documentary evidence. When she responds, the question of her entitlement to payment will be further considered.

Brendan Kenneally

Question:

92 Mr. Kenneally asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Waterford will be paid the 22 month beef premium; and if he will make a statement on the matter.

The application of the person named for 22 month premium under the January/February 1993 special beef pemium scheme is being processed at present and any advance payment due will be made shortly.

He did not apply for 22 month premium later in 1993.

Question:

93 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when 1993 sheep headage will be paid to a person (details supplied) in County Mayo in view of the fact that there was an omission from the application form but recognising the fact that the lands were located in a disadvantaged area.

The person named did not apply for headage grants on the composite 1993 ewe premium-sheep headage application form. However, it would seem from the ewe premium section of that application that he had hoggets which might entitle him to sheep headage grants and I have arranged for this point to be investigated.

Gerard C. Connolly

Question:

94 Mr. Connolly asked the Minister for Agriculture, Food and Forestry when the suckler cow premium due to a person (details supplied) in County Laois will be paid.

The person named is a joint applicant with another person for grants under the June 1993 suckler cow premium scheme. Processing of their application has been delayed because they did not apply on the correct application form. They have now done so and that application is being processed at present. Any advance payment due will be made shortly.

P. J. Sheehan

Question:

95 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of the cattle headage grant and 22 month beef premium which he applied for in June 1993.

There is no record in my Department of an application for the 1993 cattle headage scheme from the person named. On his application for the June 1993 22 month special beef premium scheme, the dates of birth given for the animals applied on were January, February and March 1992. As these animals were not 21 months old on the date of application in June 1993, no 22 month premium could be paid on them on foot of that application. They can be submitted for premium on a later application, however, when 21 months old.

Ned O'Keeffe

96 Mr. E. O'Keeffe asked the Minister for Agriculture, Food and Forestry when payment of the 1993 22 month beef premium, 1993 ten month beef premium, and 1993 suckler cow grant will be made to a person (details supplied) in County Cork; the number of animals that will qualify; and the amount due in respect of each application.

Because the person named did not lodge an area aid application in 1993 as required under EU regulations, processing of his special beef premium and suckler cow applications for that year have been delayed. However, under the terms of a recent EU decision it may be possible to pay applicants who did not submit an area aid application in 1993 on up to 15 livestock units under the 1993 suckler cow and special beef premium schemes. My Department is seeing whether this is possible in the case of the person named.

The person named was not paid under the 1992 suckler cow scheme and, therefore, has not established an automatic right to quota. If he has not already applied for quota rights from the national reserve he should do so and, if successful, he may be eligible for payment on his 1993 suckler cows.

Bernard J. Durkan

Question:

97 Mr. Durkan asked the Minister for Agriculture, Food and Forestry the reason payment has not been made in the case of a person (details supplied) in County Meath.

The reactor grant due to the person named has been paid.

P. J. Sheehan

Question:

98 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of suckler cow grant and slaughter premium for two bullocks sent to the meat factory in January 1993.

My Department has no record of an application from the person named under the 1993 deseasonalisation slaughter premium scheme.

She did apply for 1993 suckler cow premium on 14 cows but she did not lodge an area aid application form in 1993 as required under the EU regulations, processing of her suckler cow premium for that year has been delayed. However, under the terms of a recent EU decision it may be possible to pay applicants who did not submit an area aid application in 1993 on up to 15 livestock units under the 1993 suckler cow and special beef premium schemes. My Department is seeing whether this is possible in the case of the person named.

John O'Donoghue

Question:

99 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive his 1993 cattle headage and suckler cow premium; and if he will make a statement on the matter.

The person named was paid his 1993 cattle headage grant on 17 February 1994.

He was paid an advance of his 1993 suckler cow premium on 29 November 1993 but payment of the balance cannot be made to a particular applicant until all applications from him-her in the course of 1993 have been processed. This is necessary to ensure compliance with European Union regulations covering in particular the ceiling on eligible animals and stocking density. The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.

John O'Donoghue

Question:

100 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Kerry did not receive sheep headage or cow premium for the years 1991 to 1993; and if he will make a statement on the matter.

Under the 1991 and 1992 sheep headage and ewe premium schemes the person named was not entitled to any payment as he did not present any sheep under the 1991 schemes and he did not apply under the 1992 schemes.

Under the 1991 cattle schemes he applied for headage-premia under the cattle headage, suckler cow and beef premium schemes. He was paid under the cattle headage and suckler cow schemes but was not eligible for payment under the beef premium scheme as he did not keep all his male cattle for the two month retention period.

Under the 1992 cattle schemes he applied for grants-premia under the cattle headage and suckler cow schemes only and grants were paid under both schemes.

In 1993 the herd number quoted was transferred into another person's name and applications were received from that person under the 1993 cattle headage, suckler cow, ewe premium and sheep headage schemes and he was paid his cattle headage and suckler cow schemes grants. He was not eligible for ewe premium as he had no quota and payment of the sheep headage grant will be made shortly.

Andrew Boylan

Question:

101 Mr. Boylan asked the Minister for Agriculture, Food and Forestry when headage, suckler cow, beef cow and beef bullock premia will be paid to a person (details supplied); and the reason for the delay in making payments to this person.

The application of the person named for grants under the 1993 cattle headage scheme is being processed at present and any payment due will be made in the near future.

He was paid 60 per cent advances of his 1993 suckler cow premium on 1 December 1993 and his June 1993 special beef premium on 15 December 1993 but payment of the balance cannot be made to a particular application until all applications received from him-her in the course of 1993 have been processed.
