128 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when suckler cow grant will be paid to a person (details supplied) in County Mayo.

My Department is unable to trace any application from the person named under the 1993 suckler cow premium scheme.

129 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when beef premium grants will be paid to a person (details supplied) in County Mayo.

The person named applied for special beef premium on three animals in January-February 1993. An advance of 60 per cent as provided in EU regulations was paid on foot of this application on 2 December 1993. He also applied for special beef premium on four animals in June 1993. His application is being processed at present and any advance payment due will be made shortly. Payment of the balance of the special beef premium cannot be made until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

130 Dr. O'Hanlon asked the Minister for Agriculture, Food and Forestry when a 1992 ewe premium will be paid to a person (details supplied) in County Monaghan.

Under the terms and conditions of the 1992 ewe premium scheme as laid down in EU regulations, applicants were required to notify the Department in writing of any losses in the number of sheep on which they made application within ten days of discovering the losses. If such losses exceeded 10 per cent of the number of ewes claimed by applicants and written notification was not received within the ten days, then the penalty was the loss of premium on all ewes. As the person named had losses exceeding 10 per cent and written notification was not received within ten days he was ineligible for payment of any ewe premium. As he was paid an advance of £1,718.55 under the 1992 scheme, this amount is being offset against his 1993 premium.

Rory O'Hanlon

Question:

131 Dr. O'Hanlon asked the Minister for Agriculture, Food and Forestry when a premium for the suckler and beef scheme will be paid to a person (details supplied) in County Cavan.

The person named applied for suckler cow premium on 14 cows in 1993. He was paid an advance in accordance with EU regulations on six of these animals as that is the number he was paid on in 1992 and for which he has established automatic quota rights. If he applies to the national reserve for additional quota rights and is successful he will be paid the premium on the remaining 8 cows in due course.

He applied for special beef premium on three animals in January 1993. He was paid an advance in accordance with EU regulations on two of these animals on 31 January 1994. There was a query on the age of one of the animals listed on the application and this problem has now been resolved and the advance payment due will be made shortly on that animal. He also applied for special beef premium in June 1993 on 12 animals and the advance due on these animals was paid on 15 December 1993. Payment of the balance due under the special beef premium and suckler cow premium cannot be made until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.
