Question:

131 Mr. Gregory asked the Minister for Education the information, if any, Boards of Management of primary and secondary schools and/or her Department must make available to parents of children attending such schools, or to the public generally.

Boards of management of primary schools would be expected to co-operate with parents and members of the public in the provision of information pertaining to primary schools, bearing in mind the rights of the pupils and their parents and the requirements of the Rules for National Schools and the Constitution of Boards and Rules of Procedure.

In the post-primary area, my Department has taken several initiatives to promote involvement by parents in the education of their children. The most recent circular on the matter emphasised the desirability of ensuring that positive and effective communication exists between the parents' representatives on the Board of Management and the Parents' Association attached to a school.

Guidelines Towards a Positive Policy for School Behaviour and Discipline issued by my Department have recommended that parents be actively encouraged to become involved in the process of drawing up a code of behaviour and discipline. They state that parents should be kept fully informed from the outset of instances of serious misbehaviour on the part of their children and their co-operation in addressing the problem requested.

The recent circular on Selection Procedures for the Enrolment of Pupils in Second-Level Schools stated that it is important that each school should disclose its enrolment policy and the criteria used in selecting pupils for enrolment. Parents will thus be fully informed on the selection procedures and this will help to allay fears of discrimination against their children.
Accordingly, Boards of Management would be expected to co-operate, as fully as possible, in the provision of information relevant to the education of students.
