Question:

57 Mr. McGinley asked the Minister for Agriculture, Food and Forestry when the 1993 ewe premium will be paid to a person (details supplied) in County Donegal.

Payment of the 1993 ewe premium will be made to the person named in the very near future.

58 Mr. McGinley asked the Minister for Agriculture, Food and Forestry when 1993 suckler grant, headage grant and ewe premium will be paid to a person (details supplied) in County Donegal.

The person named will be paid the final instalment due under the 1993 ewe premium scheme very shortly. His application for grants under the 1993 cattle headage scheme is being processed at present and any payment due will be made in the near future. His application for premium under the 1993 suckler cow scheme is being processed at present and any payment due will be made in due course.

Question:

59 Mr. Allen asked the Minister for Agriculture, Food and Forestry if he will further investigate a situation whereby an application made by a person (details supplied) in County Cork has been found ineligible for the 22 month scheme because he cannot furnish the date of birth of the animals involved in view of the fact that in a previous reply he was told that the animals could be claimed in the application period ending 30 November 1993, but that this person could not apply at that time because the animals were sold at that stage.

In this case the person named stated on the 22 month special beef premium scheme application lodged in June 1993 that the ten animals applied on were born in December 1991 and January 1992 — they were only 18 to 19 months at most in June 1993, therefore, and so were not eligible for 22 month premium. He was advised to apply on them in November 1993 when they would be 21 months old at date of application and so eligible for 22 month premium on age grounds. The fact that he sold them before the application period and before they qualified on age grounds for 22 month premium was the choice of the person named and was outside my Department's control. The animals could have been submitted for 22 month premium, of course, by their new owner(s) and it is possible that they paid the person named higher prices for the animals concerned in view of this consideration — thus giving him some benefit from the 22 month premium even though he himself could not claim it.

Question:

60 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Leitrim will receive payment of 1993 cattle headage grant and premium.

The person named is not the registered owner of the herd number quoted. However, the person named was paid an advance of his 1993 cattle headage grant on 2 December 1993. His application is being processed further at present and any balance due will be paid in the near future. He was paid an advance of his 1993 suckler cow premium on 30 November 1993 but the balance due cannot be paid until all applications received from him in the course of 1993, including his area aid application have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.
