Written Answers. - EU Teaching Qualifications.

Question:

69 Ms O'Donnell asked the Minister for Education if, in relation to the recognition of EU teaching qualifications, arrangements are in place for allowances and salaries to be paid in respect of those qualifications; if they will be back-dated on the transposition into law of the relevant EU directive; and if she will make a statement on the matter.

Under Directive 89/48/EEC, which was transposed into national law on 2 January, 1991 under Statutory Instrument No. 1 of 1991, teaching in certain State institutions is a regulated profession. Nationals of the EU who are recognised as teachers in another member state may, subject generally to the terms of the directive, apply for recognition as a teacher in those institutions.

The legislation deals only with qualifications and not employment issues such as allowances and salaries. However, the practice has been that allowances and salaries as appropriate are paid to persons from other countries who obtain recognition as teachers here.
