Order of Business.

It is proposed to take Nos. 7 and 10. It is also proposed, notwithstanding anything in Standing Orders, that: (1) the proceedings on No. 7 shall be brought to a conclusion within one hour and the following arrangements shall apply: (i) the opening speech of a Minister or Minister of State and of a main spokesperson for the Fine Gael Party, the Progressive Democrats Party and the Technical Group shall not exceed ten minutes in each case; (ii) the speech of each other Member called upon shall not exceed ten minutes; and (iii) a Minister or Minister of State shall be called upon not less than five minutes before the debate is due to conclude to make a speech in reply; (2) The proceedings on the Committee Stage of No. 10, if not previously concluded, shall be brought to a conclusion at 6.45 p.m. by one question which shall be put from the Chair and which shall, in relation to amendments, include only those set down or accepted by the Minister for Agriculture, Food and Forestry and (3) Private Members' Business shall be No. 17 and the proceedings thereon shall be brought to a conclusion at 8.30 p.m.

Are the proposals for dealing with No. 7 satisfactory? Agreed. Are the proposals for dealing with No. 10 agreed?

No, Sir. I propose that in respect of the Order the words "if not previously concluded, shall be brought to a conclusion" be deleted and the words "up to 4 p.m." be inserted in their place, and that the following words be added "At that stage the Dáil shall debate a motion for the establishment of a select committee to investigate the events surrounding the issue of passports to financial associates of C & D Foods Limited".

Surely that is a separate matter.

I support Deputy Bruton's amendment. Having regard to the reasonable intervention of the Chairman of the Labour Party this morning, it probably carries a majority in the House.

The matter referred to by Deputy Bruton is not in order. We are dealing with the Taoiseach's business, the business of the House.

This is the Taoiseach's business.

The amendment must be related to the proposal before the House.

I would like to know if the Government is willing to establish a select committee to investigate the unanswered questions concerning the loan to C & D Foods Limited.

Deputy Bruton should allow me to complete the business of the House. I am asking again if the proposals for dealing with No. 10 are satisfactory. Deputy Bruton may deal with a specific amendment to the proposal. He should not introduce extraneous matter at this stage.

In view of the fact that the Chair has not allowed the amendment which deals with the one matter concerning people today, I am not willing to accept the taking of other business if we are not allowed discuss the question of a select committee to investigate this matter.

Question put: "That the proceedings on Committee Stage of No. 10, if not previously concluded, shall be brought to a conclusion at 6.45 p.m. by one question which shall be put from the Chair and which shall, in relation to amendments, include only those set down or accepted by the Minister for Agriculture. Food and Forestry."

Sir, I understand a discussion took place between the Whips, during the period when the vote was being called, which would allow for an amendment of the question put to the effect that the proceedings on No. 10 would not be concluded definitively at the time specified in the motion.

I am sorry, Deputy, but the Chair is not aware of that.

My understanding is that such an agreement now exists.

Perhaps that is a matter for the Whips to decide later. I have put a question in conformity with the appropriate business of this House. The matter referred to by Deputy Bruton is one for the Whips to deal with later, if they so decide. I am proceeding with the division.
