Written Answers. - Implementation of Gleeson Report Recommendations.

Question:

109 Mr. E. Kenny asked the Minister for Defence when the Gleeson report in respect of increased gratuities for non-commissioned officers in the Army will be introduced; and if he will make a statement on the matter.

Apart from the recommendation which involved reckoning military service allowance for pension purposes and which has been implemented, the Commission on Remuneration and Conditions of Service in the Defence Forces, the Gleeson commission, considered that any further changes in the superannuation arrangements should be introduced only in the context of a fundamental revision of the Defence Forces pension schemes. The Commission recognised that such a revision would be a task of considerable technical complexity and would involve a fundamental reappraisal of the existing arrangements. At present a detailed review of the Defence Forces is being undertaken by the Efficiency Audit Group and the outcome of the review will also be a factor in this matter. Detailed consultations and discussions with the representative associations will be required in due course.
