Question:

89 Mr. Creed asked the Minister for Transport, Energy and Communications if a haulier's licence is required in all circumstances by the owner of a haulage vehicle when used on a public roadway.

A road freight carrier's licence is required for the carriage of goods for hire or reward in a vehicle which is over 2.5 metric tonnes unladen weight. An operator carrying goods for hire or reward in vehicles below that weight, or an undertaking which is carrying goods on own account, does not need a licence.

There are other exemptions to the requirement to hold a carrier's licence, for example, in the carriage of certain foodstuffs and some livestock. Any haulier who thinks that he may be exempted should contact my Department directly to see if his particular circumstances would fall within the scope of the exemptions.
