Edward Nealon

Question:

86 Mr. Nealon asked the Minister for Agriculture, Food and Forestry when the remainder of cattle headage will be paid to a person (details supplied) in County Sligo.

The person named was paid advances of his 1993 cattle headage grant and his 1993 suckler cow premium on 27 January 1994. He was paid the balance of his 1993 suckler cow premium on 21 May 1994.

Because of an outstanding query on his 1993 area aid application it was not possible to pay the balance of grants due to him under the 1993 cattle headage scheme until that query was resolved recently. It is expected that the balance will be paid shortly.

Question:

88 Mr. Finucane asked the Minister for Agriculture, Food and Forestry when beef premium for 13 ten months bullocks will be paid to a person (details supplied) in County Limerick in view of the fact that there has been a delay.

The person named applied for the ten months special beef premium on 13 animals in November 1993. This application is being processed at present and if found in order payment will issue shortly.

Question:

89 Mr. Finucane asked the Minister for Agriculture, Food and Forestry when beef premium for nine ten month animals and one 22 month animal and extensification grant will be paid to a person (details supplied) in County Limerick; and if he will make a statement on the matter.

The person named applied for ten and 22 month special beef premium in June 1993 on eight and one animals respectively. He was paid the full premium of £421.84 due on the eight animals on 16 June 1994. His application under the 22 month premium is being processed for payment at present. He also applied in November 1993 on nine animals under the ten month scheme and on one animal under the 22 month scheme. He was paid the full premium of £474.57 and £52.73 on foot of these applications on 16 June 1994. Payments under the 1993 extensification premium are ongoing and if he is eligible payment will be made in the near future.

Question:

90 Mr. Finucane asked the Minister for Agriculture, Food and Forestry when beef premium for 69 bullocks submitted on 25 January 1993, and the slaughter premium for 69 animals applied for on 24 May 1993, will be paid to a person (details supplied) in County Cork; and if he will expedite the matter as the delay is causing financial hardship to this person.

The person named was paid £3,603.22 special beef premium on 20 June 1994 on foot of an application lodged in January-February 1993. His application under the 1993 deseasonalisation slaughter premium is being processed at present and any payment due will be made shortly. He also applied for ten month special beef premium on six animals in June 1993 and was paid the full premium of £316.38 due on foot of this application.

Jimmy Deenihan

Question:

91 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a 1992-1993 beef premium payment will be made to a person (details supplied) in County Kerry.

The person named has already been paid all grants due to him under the 1992 special beef premium scheme. He applied for premium on 17 animals under the ten month and four animals under 22 month June 1993 special beef premium schemes but did not submit cattle identity cards with his application. He has been requested to submit them but to date has only submitted cards in respect of 13 animals and a veterinary certificate in respect of two animals which died. When he submits the remaining six cards his applications will then be processed further and any payment due will then be made.

92 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a beef premium payment will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

My Department is unable to trace any application from the person named for grants under the January-February, June and November 1993 special beef premium schemes. He did however apply for premium on one animal in January 1994. Under EU regulations payments in respect of 1994 premium applications may not be made until after 1 November 1994.

93 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a suckler grant will be paid to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The person named submitted an application in March 1994 for the June 1993 suckler cow scheme but under EU regulations it could not be accepted as the final closing date for receipt of application was 20 July 1993. He did not submit any application for the December 1993 suckler cow premium.

94 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a special beef bullock scheme grant will be paid to persons (details supplied) in County Kerry.

The persons named applied for premium on 18 animals under the ten month June 1993 special beef premium scheme. At a computer cross check it was found that premium had already been paid on 14 of these animals in their own herd thus rendering them ineligible for ten month premium in 1993. It is expected that payment on the remaining four animals and also on 15 animals applied for in November 1993 will be made within the next fortnight.

Their application for grants under the 22 month November 1993 special beef premium scheme was rejected at a computer validation check because of age inconsistencies. When this problem is resolved following clarification from the herdowner payment will be made.

95 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a suckler cow grant will be paid to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The person named applied for the 1993 suckler cow premium on eight cows. Seven of these cows were ineligible for suckler cow premium because they were friesians. She was paid an advance on the eight cows and as the advance exceeded the premium due on the one eligible cow she has been overpaid and this overpayment will either have to be refunded or deducted from future payments.

96 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a grant under the beef premium scheme will be paid to a person (details supplied) in County Kerry.

The person named has already been paid full grants under the 22 month November 1993 special beef premium scheme. His application for grants under the ten month November 1993 special beef premium scheme is being processed at present and payment will be made shortly.

97 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a grant under the suckler cow scheme will be paid to a person (details supplied) in County Kerry.

The person named has no 1993 suckler cow quota at present. He is an applicant for suckler cow quota from the national reserve and if he succeeds in obtaining quota his application will then be considered.

The person named was paid the balances of his January 1993 special beef premium on 15 June 1994 and his 1993 suckler cow premium on 16 June 1994.

99 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry if a suckler quota will be made available to a person (details supplied) in County Kerry.

The person named will be allocated a suckler cow quota of 22 premium rights from the 1993 national reserve.

100 Mr. McGinley asked the Minister for Agriculture, Food and Forestry when payment of 1993 cattle headage and suckler cow grant will be paid to a person (details supplied) in County Donegal.

The application of the person named for grants under the 1993 cattle headage scheme is being processed at present and payment will issue shortly. The person named also applied for grants on 11 cows under the 1993 suckler cow premium scheme for small-scale milk producers. Since he was not an applicant in 1992 under the suckler cow premium scheme he did not have automatic right to quota. However, he has recently been allocated a quota of ten premium rights from the special reserve. His application under the 1993 scheme can now be processed therefore and if found in order, payment on ten cows will issue shortly.

Donal Carey

Question:

101 Mr. Carey asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Clare will be paid his 1993 suckler cow grant; and when this file was passed from the Ennis office of his Department.

A cheque in the sum of £1,028.17 dated 22 June 1994 in respect of the 1993 suckler cow premia will be issuing to the person named.
