Question:

68 Mr. J. O'Keeffe asked the Minister for the Environment the number of cyclists killed and injured in road traffic accidents in recent years; and whether he will consider introducing a regulation requiring the wearing of cycle helmets, particularly for children. [2274/94]

Information relating to road accidents is contained in the report "Road Accident Facts Ireland" which is published on an annual basis and of which copies are available in the Library. The most recent report is in respect of 1993.

I consider that wearing of cycle helmets can best be dealt with by educational and awareness campaigns such as those operated by the National Safety Council. At my request, the council is prominently featuring the benefits of wearing cycle helmets as part of their 1994 programme. During September, a specific campaign aimed at parents and children stressed the importance of wearing helmets. The Rules of the Road booklet also encourages this.
