During early 1994 a working group consisting of representatives of the Departments of the Marine and the Environment and the Office of Public Works was formed to examine initially how the policies of these three bodies impinge on the management of the coastal zone and what frameworks exist or might be required for integration and alignment of those policies.
In September 1994, preliminary submissions were invited from bodies interested in undertaking a major study into coastal zone management (CZM) in Ireland. Interested bodies were advised that they would be expected to examine a wide range of areas including:
—relevant developments in CZM at international and EU levels;
—reviewing and assessing the present situation in Ireland and the extent to which CZM will influence national and local planning, infrastructural developments;
—identifying and quantifying issues affecting the Irish Coastal zone; and
—making recommendations for a CZM policy for Ireland, including appropriate structures and procedures for its implementation.
