Written Answers. - NCHD Overtime Payments.

Question:

66 Mr. Clohessy asked the Minister for Health the total in overtime payments made to NCHDs in 1994; and if he will make a statement on the matter. [1787/95]

Limerick East): Final figures for NCHD overtime for 1994 are not yet available. Preliminary figures indicate that the total will be approximately £24.9 million. The “basic” working week for non-consultant hospital doctors (NCHDs) is 39 hours. However, they are liable to be rostered for up to 65 hours per week.

In accordance with Labour Court Recommendation No. 11840 of 4 May, 1988, hours worked in excess of 39 are paid for as follows:

Half of all hours worked over 39 are paid at time and a quarter subject to a maximum of 10 hours. All other hours in excess of 39 and up to a maximum of 65 are paid at half time.

This system allows hospitals to deploy the maximum number of doctors required at peak times while providing a lower number at other times. Much of the latter cover is provided by doctors who are "on call" i.e. physically present in the hospital but not necessarily at work on the wards etc. Time spent "on call" is counted as working time and is paid for. Some NCHDs may provide "on-call" cover from home.
At present my Department, health board and voluntary hospital managements are engaged in discussions with the Irish Medical Organisation on developing a mechanism to keep NCHD working hours within agreed limits.
