Written Answers. - Energy Crop Growing Programme.

185 Mr. Kirk asked the Minister for Agriculture, Food and Forestry the plans, if any, he has to encourage an energy crop growing programme in Ireland; and if he will make a statement giving his views for such a programme. [1887/95]

Energy production is a matter for the Minister for Transport, Energy and Communications. However, I have a keen interest in encouraging the use of set-aside land for the production of crops for non-food purposes, such as energy. This would provide additional opportunities for tillage farmers and others while at the same time keeping the land in a productive state.

In 1994 over 36,000 hectares of land were set-aside in Ireland. Under EU regulations only crops not primarily intended for human or animal consumption can be grown on such land. Of particular interest are crops for the production of biofuels for use in motor engines and biomass for use in power stations.

Research conducted by Teagasc has shown bio-diesel as an excellent energy source which can be used in the conventional diesel engine. It recycles most of the carbon dioxide which it generates in combustion, emits much less smoke and no sulphur and it bio-degrades rapidly.

With regard to biofuel production my Department and other Departments are having discussions with private interests which are examining the feasibility of establishing a biofuel industry here.
I understand that, under the US/Ireland exchange programme in agriculture and food science and technology, a seminar/workshop on the use of agricultural production for non-food uses (including energy) will take place in Ireland this autumn. Top scientists from the USA and the EU will make contributions at the workshop. It is hoped that practical proposals and collaborative research projects will emerge from the workshop.
