Question:

109 Mr. N. Ahern asked the Minister for the Environment if he will make a special financial allocation to local authorities in 1995 in order to continue the programme of window replacement in high rise flat complexes. [2331/95]

The management, maintenance and improvement of their dwellings, including window replacement, is the responsibility of local authorities. Last year, an allocation of £3 million was made by my Department towards the cost of replacing substandard windows in large urban flats complexes. This was a special "once-off" allocation funded from the proceeds of the tax amnesty and there is no provision for further funding for window replacement this year. Under my Department's remedial works scheme, however, funding is available to assist local authorities in carrying out major structural works, which may include window replacement, to "low cost" and pre-1940 dwellings and run-down urban estates. Allocations totalling some £118 million have been made, so far, under this scheme.
