Question:67 Mr. Nolan asked the Minister for the Environment if he will make extra finance available to Carlow County Council in order that disabled persons grant applications can be approved by Carlow County Council. [3554/95]

Local authorities finance expenditure on the disabled grants scheme from their own capital or revenue resources or by borrowing from the Housing Finance Agency, or a combination of these sources. Authorities recoup from my Department half the amount of grant expenditure, subject to a maximum recoupment in any one case of £4,000. The limit on the maximum level of recoupment was increased from £2,500 to the present level with effect from 1 March 1993. There are no proposals to increase this limit or to alter the funding arrangements.
