Vol. 450 No. 3

Written Answers. - United Nations Reimbursement.

Hugh Byrne

Question:

162 Mr. H. Byrne asked the Minister for Defence the funds, if any, Ireland may receive from the UN; the categories of such funds; and if he will make a statement on the matter. [5173/95]

We are entitled to reimbursement from the United Nations in respect of our participation in the United Nations Interim Force in Lebanon (UNIFIL) and the United Nations Peacekeeping Force in Cyprus (UNFICYP).

The financial arrangements under which contingents are made available for UNIFIL service provide for reimbursement by the United Nations in respect of: troops supplied at the rate of $1,087.10 per man-month; costs of depreciation of equipment supplied initially and of stores subsequently sent to the mission area; payments arising out of death, injury or disability of UNIFIL members.

The current rate of reimbursement in respect of UNIFIL troop costs is $750 per man-month.

Prior to 16 June 1993 when funding of UNFICYP was changed from a voluntary to an assessed basis troop contributing countries were entitled to the extra and extraordinary costs, mainly overseas allowance and equipment, of supplying units. Since that date reimbursement has changed to a flat rate settlement of $1,130.75 per man-month and payments are being made in full. Claims in respect of death and disability are also reimbursable.

The other peace-keeping operations in which Ireland is currently involved are observer missions for which there is no entitlement to reimbursement.

We are also entitled to reimbursement for equipment supplied to the second United Nations operation in Somalia — UNOSOM II — and troop costs for this mission at the rate of $1,130.75 per man-month.
