Question:

89 Mr. Callely asked the Minister for the Environment if he will consider the introduction of legislation to regulate on a national basis the lighting and registration of rubbish skips; and if he will make a statement on the matter. [5513/95]

Section 72 of the Roads Act, 1993 gives extensive powers to local authorities to make by-laws to regulate and control skips on public roads. I have no function in the making of such by-laws. I intend that further provisions for the control of skips will be included in the waste Bill which I intend to publish soon.
