John O'Leary

Question:

86 Mr. O'Leary asked the Minister for the Environment the amount of money received from each county council and county borough corporation during each of the years 1992 to 1994 in respect of vehicle and motor road taxes collected. [6046/95]

I propose to take Questions No. 41, 70, 84 and 86 together.

Details of the amounts of motor tax, i.e. vehicle excise duties, collected by each licensing authority for the years 1992 and 1993 are contained in the replies to Question No. 71 on 2 February 1994, and Question No. 101 on 19 October 1994, respectively. The figures for 1994 are set out in the following table.

Receipts from motor taxation, along with receipts from other general or specific taxes on vehicles, fuels, etc. are lodged to the Exchequer and are not directly used to finance expenditure on any element of the roads programme. Such expenditure is funded by grants from my Department and the National Roads Authority and, to a lesser extent, by local authorities' own resources.

Funding for EU assisted road projects is provided, in the first instance, from the Exchequer. The approved costs of the projects involved are met by State road grants allocated to local authorities by the National Roads Authority, in the case of national roads, and by my Department in the case of specific non-national road improvement projects. The EU assistance for co-financed road development is paid to the Department of Finance and is remitted to the Exchequer in part recoupment of the State road grants.

Details of grant payments made to local authorities for national primary and national secondary roads in 1993 are set out in the reply to Questions Nos. 169, 170, 171 and 172 on 15 November 1994. Grant payments in respect of national roads in 1994 were a matter for the National Roads Authority.
