120 Miss Harney asked the Minister for Transport, Energy and Communications whether he received applications from either statutory or non-governmental organisations in 1994 for spending under national lottery funds; the organisations which applied; the value of their applications; the criteria for approval of national lottery funding in his Department; and if he will give details of the process whereby his Department responds to such applications. No applications for national lottery funds were received by my Department in 1994.

My Department does not operate a national lottery funded scheme for the allocation of national lottery funds. Consequently there are no specific criteria laid down by my Department for assessment of such applications.

121 Miss Harney asked the Minister for Transport, Energy and Communications if he will give details of the circumstances which led to his Department providing funding for the restoration of the General Post Office with funding from the national lottery. [9097/95]

An Post applied in 1990 to my Department for national lottery funds to restore the facade of the GPO which had been eroded by pollution. The work was to have been completed in 1991, to coincide with Dublin's designation as the European Capital of Culture and also to mark the 75th anniversary of the 1916 Rising. Due to An Post's financial difficulties at the time the cost of the work was beyond the means of the company.

The restoration work was estimated to cost £1 million but the final figure amounted to £3.122 million and the work was not completed until 1993. The additional expenditure arose from the need to correct unforeseen and serious faults in the building and not from any over-run on cost estimates for known works.

Given the historical significance of the building, the fact that the State retained ownership of the premises, (An Post occupies the building under licence from my Department) and that the restoration work was necessary, Government approval for the project was given.

122 Miss Harney asked the Minister for Defence the bodies which applied to him in 1994 for funding under the national lottery: the value of their application; the bodies which were approved for funding and the amounts allocated; the criteria and method used to decide on applications: and whether national lottery funding by his Department is open to a wider range of bodies other than those which currently receive funding from his Department. The amounts made available in the Defence Vote from the national lottery as from January 1994 were used to fund Subheads as follows:

No other funding from the national lottery was allocated by this Department or was available for distribution to other bodies.
The funding for the Irish Red Cross Society is provided as a grant-in-aid towards the running costs of the society, a refund of expenses of maintaining Naomh Aindrias home for refugees and repayment of the State's annual contribution to the International Committee of the Red Cross. In the case of equitation the funding is provided for the purpose of the attendance of teams from the Army Equitation School at horse shows and for the purchase and upkeep of horses for the school. The funding in the latter case is provided from moneys paid into the Central Fund under the National Lottery Act, 1986 and applied for the purpose of sport and other recreation.
