Question:

164 Mr. H. Byrne asked the Minister for Agriculture, Food and Forestry the number of herdowners who do not pay any levies or other contributions to the TB eradication scheme. [13414/95]

Bovine disease levies are paid in respect of all bovine animals slaughtered or exported live from the State and on all milk received for processing. The only herdowners, therefore, who do not pay levies are non-dairy herdowners who neither deliver animals for slaughter nor export them live from the State. It is not possible to quantify the number of such herdowners.

168 Mr. H. Byrne asked the Minister for Agriculture, Food and Forestry if the privatisation of the bovine TB eradication scheme has the approval of the European Commission; and if he will make a statement on the matter. [13477/95]

I propose to take Questions Nos. 165, 167 and 168 together. The monthly APT (reactors per thousand tests) on a Country basis for 1995 to date is shown in the following table. The level of bovine tuberculosis in Ireland is low with over 99 per cent of the 7 million animals in the national herd clear of the disease. The remaining incidence is essentially residual infection. Ireland's trading position is not dictated by the APT measure. This country fully meets EU and third country trading requirements for exports of livestock and livestock products. Discussions are currently taking place with the farming organisations on revised arrangements for the scheme for 1996 and these discussions include inter alia decentralisation of responsibility for aspects of the scheme. The European Commission have been advised of the proposal and are favourably disposed to approaches which seek to increase efficiency in all aspects of disease eradication programmes.

166 Mr. H. Byrne asked the Minister for Agriculture, Food and Forestry the incidence of brucellosis on a monthly basisand by county for 1995; and if he will make a statement on the matter. [13416/95]

The brucellosis eradication programme has been successful in reducing the disease to a very low level and the country has an officially brucellosis free status at present. The disease incidence is almost negligible with over 99.9 per cent of herds being clear of the disease. The fol lowing table shows the number of herds restricted on a county basis for each month for 1995 to date.
