44 Mr. Browne (Wexford) asked the Tánaiste and Minister for Foreign Affairs the reason a person (details supplied) in County Wexford has to pay toll charges in France while delivering humanitarian aid to Albania for the Red Cross; if he will have arrangements made to take up the matter with the French authorities; and if he will make a statement on the matter. The arrangements to be made in respect of motorway tolls and similar charges are a matter for each state to decide according to its own system. At the same time, I would naturally wish to ensure that Irish individuals and organisations engaged in the supply of humanitarian aid to Albania or other countries should be facilitated as far as possible.
To assist in the delivery of humanitarian aid, the Department of Foreign Affairs issues, when requested, support documentation to aid agencies, which they can use when approaching the relevant authorities to request a waiver of toll charges. This documentation is issued when my Department receives satisfactory details regarding the nature of the humanitarian aid convoy.
In this case, the agency involved should contact my Department for assistance before delivering any future humanitarian aid.
