Question:

132 Mr. Cullen asked the Minister for Agriculture, Food and Forestry the total funding drawn down in 1995 under the Community Support Framework and the breakdown by operational programme and sub-programme; the total amount of matching Exchequer funds provided by his Department and the breakdown by operational programme and sub-programme; the total amount provided by the private sector and the breakdown by operational programme and sub-programme; and the outturn he expects for 1995 under the above-listed criteria. My Department has been allocated Structural Funds under the Community Support Framework for Ireland, 1994-1999 as follows:

1. Operational Programme for Agriculture, Rural Development and Forestry.

2. Food Sub-Programme under the Operational Programme for Industrial Development.

Notes:
(i) European Agricultural Guidance and Guarantee Funds (EAGGF) are drawn down by the Department of Agriculture, Food and Forestry and European Social Funds (ESF) are drawn down by the Department of Enterprise and Employment.
(ii) Drawdown of EU funds under Operational Programme is based on a system of advances and consequently EU funds received in any one year are not exactly related to the national and private expenditure which takes place in that year.
(iii) Payments are made by the Commission in ECUs and are related to the exchange rates in operation at the time payment is received.
2. Food Sub-Programme
No funds will be drawn down in 1995 under this sub-programme as expenditure in 1995 will not have reached a sufficient level to warrant claiming funds beyond the advance already received in 1994. The sub-programme was not approved until late 1994.
