I propose to take Questions Nos. 28, 42 and 57 together.

Litter is an urgent and visible environmental problem and I am determined to improve and intensify action to prevent it. I am currently finalising a programme of action which will be based in particular on the following elements:

—improving local authority performance,

—partnership with business-industry,

—education and awareness raising, and

—improved litter legislation.

I intend shortly to announce details of this programme in a comprehensive policy statement.
