32 Mr. Sargent asked the Minister for Transport, Energy and Communications the results of the review of strategy referred to in Dáil Éireann on 7 March 1995, following the completion of the alternative energy requirement scheme administered by the ESB. [17439/95]

40 Kathleen Lynch asked the Minister for Transport, Energy and Communications the proposals, if any, he has regarding the development of renewable energy sources; the total expenditure for the most recent year for which figures are available; the funding, if any, drawn down for this purpose under EU operational programmes; and if he will make a statement on the matter. I propose to take Questions Nos. 32 and 40 together. The review of strategy in relation to renewable energy resources is continuing apace and will be completed in the coming weeks. Arising from that review, I hope to announce my proposals on renewable energy in early 1996.

The review process is an exhaustive one. It involves the widest possible consultation and expert analysis of the various issues involved. The review process recognises that the alternative energy requirement scheme was the first major step in the development of alternative energy sources in Ireland and lessons need to be taken from that initiative.

Provision has been made in the Operational Programme for Economic Infrastructure for support of approximately £15 million for renewable energy.

As Deputies may be aware, I have announced plans for a competitive scheme to secure one electricity generating plant of up to 30 megawatts using biomass or waste as a fuel. It is proposed, subject to EU approval, to provide grant assistance of up to £7.5 million to the project under the Economic Infrastructure Operational programme.

The detailed arrangements for the scheme, including arrangements for allocation of the grant and the criteria for evaluation of project applications, are being finalised by the Power Procurer in consultation with my Department. I will be launching the scheme in the coming weeks.
The total expenditure by the Power Procurer on electricity from alternative energies in 1994 was £2,738,000 including VAT, in respect of 65 million kilowatt hours.
