84 Mr. Callely asked the Minister for Transport, Energy and Communications the way in which the financial capacity of the successful bidder for the second mobile phone licence was determined; and if his attention was drawn to the ownership of 20 per cent of the company. [18328/95]

85 Mr. Callely asked the Minister for Transport, Energy and Communications if clause three of the tender document for applicants for the second mobile phone licence was complied with in the case of the successful bidder. [18329/95]

86 Mr. Callely asked the Minister for Transport, Energy and Communications the reason detailed reasons could not be provided by the Government to the unsuccessful bidders for the second mobile phone licence in view of the fact that there are precedents for explanations that did not breach confidentiality or place the successful bidder at a competitive disadvantage in Belgium and Spain. I propose to take Questions Nos. 84 to 86 inclusive, together.

I replied to a large number of questions on this matter on 22 November. Only one aspect of the questions today was not replied to then. The evaluation included a thorough scrutiny of both the proposed financing arrangements and financial analysis of the business plans contained in the six applications. In addition to the independent consultants the project team included two professional accountants representing my Department and the Department of Finance. I am fully satisfied as to the financial capability of the successful applicant to undertake the necessary investment and that the associated business plan is sufficiently robust.
